U.S. Secretary of State Condoleezza RiceRice Says Afghanistan Set To Enter New Phase of Its Development Afghanistan, with its freely elected government, is entering a new phase of development with opportunities for the private sector and foreign governments to create sustainable economic growth, Secretary of State Condoleezza Rice said January 30. Speaking to reporters in London January 30 with Afghan President Hamid Karzai, Rice said an initiative called Businesses Building Bridges will be launched in Afghanistan to stimulate private-sector development. more

United States Pledges $1.1 Billion More for Afghan Reconstruction The United States has pledged $1.1 billion in additional aid to support reconstruction in Afghanistan as it enters a new phase of its development under a democratically elected government. The pledge, announced by Secretary of State Condoleezza Rice at an international conference in London January 31, brings the cumulative figure for U.S. security and reconstruction assistance to Afghanistan to more than $10.3 billion from fiscal year 2001 through fiscal year 2006. Rice unveiled the latest U.S. assistance package as more than 60 governments gathered in London to endorse Afghanistan's development plan for the coming five years. The plan is known as the Compact. more

We discussed the security issue in Afghanistan, the partnership between us, questions in the region and the way ahead for Afghanistan as it grows and prospers further with the strength of its institutions in place. The U.S. Department of State issued a fact sheet January 31 outlining the mandate and impact of Provincial Reconstruction Teams established in Afghanistan to improve security and facilitate reconstruction and economic development. more

North Atlantic Treaty Organization-International Security Assistance Force State Department Fact Sheet released on January 31, 2006. Operating under a mandate from the United Nations Security Council, the International Security Assistance Force (ISAF) has been engaged in Afghanistan since August 2003. Working alongside Afghan security forces, ISAF currently commands security and stabilization operations in the northern and western provinces, and plans to assume command of security and stabilization operations in the southern region in 2006. more
