Infrastructure, Logistics and Civil Emergency Planning Division

Office Description

ILCD is responsible for justifying, obligating, dispersing, and accounting for approximately $500M in U.S. defense contributions to NATO's common funded budgets. This includes the NATO Security Investment Program (NSIP) electronics procurements and military construction; support to U.S. firms seeking/implementing NATO contracts; NATO logistics activities; and NATO Military Budget committee activities, including NATO Commands and Agencies and the NATO AWACS operations and support budgets. ILCD staff represents the U.S. at the NATO Senior Resource Board, which manages the allocation of NATO financial and personnel resources. It also is represented through the NATO Financial Counsellors, which advises the NATO Council on financial policy matters and oversees the NATO Board of Auditors, and the NATO Maintenance and Supply Organization (NAMSO) Board of Directors (BOD) which directs NATO's $400M annual procurement of weapons systems' logistics support. ILCD is represented on the Central Europe Pipeline System (CEPS) Board of Directors, which directs operations of the $120M annual budget, 6500 km NATO pipeline system.

Finally, ILCD is responsible for integrating the activities of a small group of Federal Emergency Management Agency (FEMA) specialists into the Mission. FEMA provides experts to support USG activities within the NATO Civil Emergency Planning (CEP) process. This group is responsible for civil emergency preparedness, civil support to the military, and disaster relief coordination. In this role, they represent the U.S. on the Senior Civil Emergency Planning Committee (SCEPC) and its nine Planning Boards and Committees (PB&Cs) and a wide variety of other related committees.
